Corruption Causes and Cures Part 5

The committee realised the wide impression that the ministers suffer from lack of integrity. Some of them have enriched themselves illegitimately and have reaped other advantages inconsistent with any notion of purity in public life. There have of course, been cases of ministers and legislators who have proved to be scrupulously honest and men of the highest integrity, but exception prove the rule and the majority can indeed by painted by the same black brush. There goes a maxim, "A rotten apple injures its companions."

Uprooting corruption is indeed a delicate and difficult problem. But determination disarms difficulties. Let Indian Government be determined to eradicate corruption as Lincoln was to abolish chattel slavery. Implement the suggestion of Administrative Reforms commission about the setting up of a 'Lock Pal' and gear up the machinery of his working. Give new dimensions to the work of 'RAW' (Research and Analysis Wing).

To intensify governments drive to fight corruption, the personnel department should undertake a detailed review of the existing practices and procedures that have let to corrupt practices. Supplement it by surprise inspection of vulnerable spots and scrutiny of the staff in sensitive positions involving contact with the public. Strengthen the Central Vigilance Commission.

C.B.I. should keep the eagle's eye on the officials of doubtful integrity. Deterrent penalty should be  imposed on persons who are found guilty of corruption or graft. Don't persuade, rather convince the people not say that 'Anti-corruption Department is the most corrupted one." The instances of ministerial corruption must get conviction and public censure. Ensure sufficient production, avoid shortage so that there can be control on controls because "controls are the main source of corruption."

Controls if at all, had to be there, should be strictly enforced because the administrative machinery itself is corrupt and circumvention of law is tolerated. Special procedures and special courts should be arranged to deal with Economic crimes or so-called 'white collar crimes' like smuggling, hoarding,black-marketing, adulteration of foods and drugs, violation of excise law, customs regulations, foreign exchange manipulation etc.

Both ruling and opposition parties should pay urgent attention to Electoral Corruption. The best way of curbing corruption is to inculcate a staunch integrity in us because "when men are pure, law are useless; when men are corrupt, law are broken. "Lowell has said, "Truth for ever  on the scaffold, wrong for ever on the Throne." Come on  let us join hands and work together with integrity to prove that Wrong ( Bad) or these kind of Democracy Lowell's saying is "white lie'.
