We are living in a world of dynamism which has ushered in 'nuclear age'. Almost all the advanced nation of the world have got privilege of becoming nuclear. As their number is small they constitute just a club called as 'nuclear club' while the rest of the nations are underdeveloped and out of the precinct of this club. In a way it is a new division of the world-nuclear and non-nuclear which is a post-second war development. As we already know nuclear energy is not the monopoly of one power bloc. Western powers, as well as Soviet union and china equally possess this energy. Hence, they are competing in the varicties of nuclear armament to claim superiority over each other.
By and large, this nuclear energy, being in possession of the rival power blocs has put them to an armament race assuming a sort of 'mid-summer madness'. Vast resources of the respective advanced countries are diverted to the purpose. Whenever a new device is tested by one bloc the other enhances its endeavours in the same direction and tries to beat the other in a surprising manner.
Science these weapons are neither commercialized nor meant for sale of non-nuclear countries a sort of stock-piling of these arms has been going on. Today, it is not the superiority of armament but its strength and potentiality that counts. Due to nuclear armament race both the power blocs are afraid of each other for the striking capacity that they already possess within knowledge of each other and the another.Being not confident of their own capabilities, nuclear and intelligence, they are also in practice of negotiating moratorium on nuclear tests and non-proliferation of nuclear energy etc., in a bid to control indiscriminate armament race. But, as matter of fact, 'armament race' and 'check treaties' are going on side by side in one form or other i.e. if not overground at least underground tests are going on unabetted.
Not only that nuclear knowledge is equally possessed by the big powers but has also been acquired by developing countries like India. There is, however a difference into the related matter. For instance, India has acquired technical know-how of the 'nuclear science' but is not as resourceful as to compete the big power.The state on its part however, has been striving hard in this connection and it has proved successful to some extent. In a report of ESCAP (Economic and Social Commission for Asia and Pacific) it is recorded that during the period of 1970-77 the growth rate population in India has come down from 2.3 to 2.1 per cent per annum. For political reasons, the sterilization being made a stunt against Mrs. Indira Gandhi in 1977 and her ouster, there has been a full in the campaign. But after her return to power again it is being reoriented properly, with necessary modifications and improved strategy.
In the meanwhile, abortion has been legalised by the Government of India as a subsidiary measure of prevention of child birth. Special arrangements in maternity and general hospitals are made on part of the authorities concerned for the purpose. Subsidised private clinics are also providing this treatment.
Last of all it may be noted that among the poorer sections of the community the birth rates are higher than in the middle class. While in the case of upper strata this trend is quite lacking. Their standard of living an enriched nourishment may be the main reason behind it. On their part they may be more desirous of standardization than the poorer people.
The social atmosphere nowadays, is producing healthy effect on this trend. Workers and other low-income groups are also becoming conscious of raising- up their standard of living and it may help a lot towards realization and practice of birth control ultimately. Sterilization should be made voluntary and under no circumstances obligatory.
The outstanding feature of this phenomenon of rising population is that all the backward and underdeveloped countries which are mainly of the agrarian character are facing this menace. The advanced and developed countries on the contrary, do not have this problem at home.
So in order to enable all the backward and underdeveloped countries of Asia and Africa to make progress in carious respects, economically and socially, it is very necessary that all of them should, unitedly and individually try to counter it. At UN level there are various schemes of WHO and other specialised agencies to guide and assist in curbing birth rates. We should not spare any attempt to educate our people about it and convince them of the benefits-social and individual, about the check in growth of population and minimising the size of family as well as calculated steps towards health and prosperity. There is no denying the fact that for the low income and middle income groups a large family is a curse and source of constand scuffies and troubles. Mininising the size of the family would definitely result in minimising sufferings at the individual and national level.
